Before we get into the notes I just wanted to make a point of clarification as I would like to avoid miscommunication and information being taken out of context.
The notes below are my interpretation of what I hear at the meetings for the time I am present and they include matters which I think the public will want to be aware of.
These notes are not fully inclusive of all items on the agenda and are not verbatim notes. If you have questions or want clarification about anything I have noted I would definitely recommend reading the official agenda first provided below as well as reading the official meeting minutes when they are available.
My intent for these posts is to keep the community informed regarding what is happening in town as I know it can be difficult to attend meetings and read through all of the agenda’s and minutes.

Staff Reports
CAO/Clerk-Treasurer
-CAO Update – verbal (below)
-Report – Amendments to Procedure By-law 2018-04- page 18 on agenda– council discussed and put forward some changes. CAO will amend and bring back.
-Report – Municipal Election – Use of Corporate Resources- Council received the report. Page 55 on the agenda.
-Report – Monticello Subdivision Property Owners’ Request- Meeting was held on March 29th-motion put forward to direct town staff to facilitate the completion of a hydrogeological study of the lands to determine the lands’ capacity for septic treatment. Depending on the results of such a study, the owners will consider their next steps. Motion Approved.
-Report – Proposal to declare Town-owned land as surplus and sell the lands (Concession 10 W, Part Lot 3, RP 7R2601 Part 1 Part 2, Amaranth Township). Council discussed and received the report, council declares the property surplus. Appraisal to be completed and the property put up for tender with a minimum bid.
CAO Verbal Updates
-Surge tanks parts have arrived and project should be completed in the next month.
-Well 5- Waiting on ESA from ministry
23 Mill Street (The Door)-Insurance company came out to inspect all facilities in town. Concerns were brought up for this site regarding the electronic waste depot located at the side of the building.
-Modernization Project-Tender Portal is up and and running, Online Forms and payment portal is in progress- Staff training complete, the tender portal was used for arena project etc..
-Monticello Subdivision- On agenda
-Scott St redevelopment- Engineer is still working with developers on the design to ensure it works with the proposed new developments access.
-Council meetings-Discussing about moving towards a hybrid model where we can have council in person and then those that need to join virtually can do so as well.
-Grand Valley Campground-So far there is not a community group able to take over running the campground. Town discussed taking over management and what that would involve. Town staff to present a report and council will review.
-Retirement of the town Gardener- Grand Valley Garden club is not able to take on any new gardens, they are happy to maintain the existing ones they are doing. CAO talked with the Recreation manager and they discussed having one of the current seasonal employees take over the task of maintaining town gardens as well as responsibilities for campground maintenance if the town takes over management for that. CAO will review further and bring forward to council.
-Councillor Latam asked about bins for dog waste-CAO said that her and the Pubic Works Superintendent have it on their list to complete.
Public Works Superintendent
Verbal update
-Sidewalk sweepling in progress, street sweeping should be completed in a couple of weeks time.
-1/2 load season is still in effect, might have to leave on restriction until next week.
-Culvert on 21, has been replaced, still a bit of work to clean it up
-COn 24/25 and 12/13 Culverts are showing deterioration, working on quotes to replace both culverts at the same time.
Planners Report
-174354 County Road 25 File B03-2022- New application, Lot line adjustment, planning to come forward in a public meeting at the end of the month.
-Grand Valley Business Park- Public Comment period ending April 22nd, no comments received so far.
-152 Main Street North- Townhouses recommendation report to come in this quarter.
-Thomasfield Phase 3b-expect a Subdivision agreement to come forward before the end of the year.
-MoCo subdivision- pending a pre-servicing agreement. Issue regarding Live/work units (commercial/residential/mixed use development) access will need to be on County Road 25. The County is not interested in the urbanization of County Road 25. They did not want a vehicular layby, the County is not willing to budge. Planner asked for Council to discuss and give direction. Council discussed and was quite concerned with not having the live/work units in the proposed development plan. Council put forward the motion for town staff to discuss with the County for the Town of Grand Valley to assume a portion of County Road 25.
-Orica-Planner spoke with a provincial representative and they said Orica is under no requirement to send site plan reports to province. Provincial representative said that this issue is a result poor land use planning and permitting. Planner suggested discussing with the town lawyer.
-Provincial Updates and General Matters-Ministry of Municipal Affairs and Housing Technical Briefing – More Homes for Everyone Plan- Just released, some changes suggested, planner is monitoring and will come back to council if needed. Planner feels this is geared more towards larger urban centres, not as relevant for smaller centres.
-Zoning bylaw refresh- hopefully in the 2nd quarter when the Planner is back in the office.
