Before we get into the notes I just wanted to make a point of clarification as I would like to avoid miscommunication and information being taken out of context.
The notes below are my interpretation of what I hear at the meetings for the time I am present and they include matters which I think the public will want to be aware of.
These notes are not fully inclusive of all items on the agenda and are not verbatim notes. If you have questions or want clarification about anything I have noted I would definitely recommend reading the official agenda first provided below as well as reading the official meeting minutes when they are available.
My intent for these posts is to keep the community informed regarding what is happening in town as I know it can be difficult to attend meetings and read through all of the agenda’s and minutes.
April 26th, 2022
Public Question Period
Council received correspondence from a local resident asking about paving gravel roads as they felt it was needed for safety. Council and town staff also mentioned that they have received complaints abouve potholes and the condition of our Grand Valley roads in town. Public Works CAO mentioned that the frost is still coming out of the roads so they need to wait to add gravel to help even out the roads until the frost is out. CAO also said they have received estimates in the past that it works out to about $500,000 per km to pave a road and noted that pavement is not a permanent solution there is also ongoing maintenance that needs to be completed with that. Council directed Town Staff to look into the long term costs of paving compared to gravel and add that to the town roads report.

-By-law Enforcement Monthly Update- Page 22 on Agenda, Fencing applications came in, parking is not as busy (calls about people parking on sidewalk/no parking areas). Construction meeting in Phase 3, 2 new calls for dogs running loose. Council received and approved report.

-Fred Dean Candidate Session Invitation- May 5th @ 2:30pm in Shelburne
-Grand Valley Wastewater Treatment Plant Performance Report-Council discussed and there are areas that still need to be worked on.
-Report – Burning By-law One-year Review-Town Staff have received less complaints than in the past. 345 permits were issued in the urban areas of town. Council received and approved.
-Report – Report of Suspension of Inquiry by Integrity Commissioner- Council discussed (it does not involve council or town staff) and received report.
-Township of Amaranth request for use of Grand Valley Wastewater Treatment Plant – verbal discussion, Amaranth used to ship to Collingwood but that agreement is not being renewed, council approved a temporary 4 month contract for septic disposal. Town Staff will bring forward at the May 10th Meeting.
CAO Verbal Updates
-Modernization Project-Unanticipated cost has come up, the current server is not capable of keeping up so an upgrade will be needed.
-Gravel Pit Amaranth- getting ready to sell by tender, appraiser is working on it cuurently.
-Monticello Subdivision- Environmental study about to commence. Neighbouring farmer has been notified.
-Asset Retirement obligations- Road and Storm Management Plans aimed to be completed in 2022. Leftover equipment from the vaccine clinic- the Library is interested and they are working through what will be useable for their needs.
-Grand Valley Campground-Recreation Manager and Town staff are working to get the campground ready to welcome campers, hoping to have ready for May long weekend.
-Procedural by-law in person meetings- Report will come forward at the May 10th meeting.
-Filming of a documentary of the Grand River- Filming will be taking place April 30th & May 1st. Once the filming is done the town will have access to some footage to use for our own purposes.
-New IT provider for the Town- Helm

Verbal update
-Street Sweeping- Blvd, Sidewalks and parking lots are done. Roads are planned for first week of May
-Line painting end of May/early June
-Half load season to be continued, need some more dry weather before it is lifted
-Tree trimming is being done on streets and in the cemetery. New trees will be planted in the fall.
Public Meeting
Application B03-2022 for a Lot Line Adjustment. Submitted by Rod Finnie for property located at 174354 County Road 25 (Roll #120960). The purpose and effect of this application is for a Consent to facilitate a Lot Line Adjustment between 174354 County Road 25 (Roll#120960) and 174366
County Road 25 (Roll#120950)-Notice of Complete Application and Statutory Public Meeting under the
Planning Act, 1990-Public Meeting and Recommendation Report- Minor adjustment between Summer Place campground and the single detached property ( Summer place was sold last year and the house used to be the previous owners house. The new owners have since sold that single detached property and the purpose of this application is to establish new property boundaries. Council Approved.
Planners Report
-Grand Valley Business Park- Public Comment period ended no public comments received, proceeding will be put in front of council in the third quarter of this year.
-152 Main Street North- Townhouses recommendation report to come in this quarter.
-Orica-Pending discussion with Legal.
-Jarrett & Mitchell File- Report should be coming May 10th
-Provincial Updates and General Matters-Meeting with County Staff, more to come that will be brought forward for Council. Motion put forward to reach out to Dufferin County Council to ask for reconsideration for boundary map. Council also directed staff to reach out to developers regarding accelerated application.
-Zoning bylaw refresh- Transitioning to new program, hopefully brought forward to council in this quarter.
Pending Items
Recreation, Industrial Land and Housing- Finishing touches on the new ball diamond tender.
