Before we get into the notes I just wanted to make a point of clarification as I would like to avoid miscommunication and information being taken out of context.
The notes below are my interpretation of what I hear at the meetings for the time I am present and they include matters which I think the public will want to be aware of.
These notes are not fully inclusive of all items on the agenda and are not verbatim notes. If you have questions or want clarification about anything I have noted I would definitely recommend reading the official agenda first provided below as well as reading the official meeting minutes when they are available.
My intent for these posts is to keep the community informed regarding what is happening in town as I know it can be difficult to attend meetings and read through all of the agenda’s and minutes.

Deputations
-Tiffany Svensson, Senior Hydrogeologist, Blumetric-Notice of Pre-Consultation for the Grand River Source Protection Plan- Page 94 on agenda– Council received the report and passed a motion supporting the plan.
Unfinished Business
-COVID-19 Emergency Updates – trying to get a vaccination clinic set up in Grand Valley on April 23rd at the Community Centre. Public Health is coordinating and facilitating the appointments for those that are eligible.
-Internet Servicing – Town staff contacted Bell which already has a contract with the town to see if there was a conflict and Bell said that as long as they are not pointing at each other they are fine with it. Town council approves the purchase and installation of a tower beside the water tower for internet or other infastrcuture to be installed by Rural Net and contract to be established between Rural Net and CAO.
-Burning By-law – verbal update
Public Meeting
1)The intent of the public meeting is to present and obtain public input on a proposed Development Charges By-law and underlying Background Study page 22 on the agenda.

Planning Department
- Application Z2-2021 for a site-specific Zoning By-law Amendment under Section 34 of the Planning Act. Submitted by Bryan & Laura Goulding for property located at 174 Amaranth Street East, Grand Valley. The purpose and effect of this application is to permit zoning to expand a legal non-conforming use in the form of an accessory building (detached garage).
-Notice of Complete Application and Statutory Public Meeting for a Zoning By-law Amendment Application
-Public Meeting and Recommendation Report - Application B2-2021 for a Consent (severance) under Section 53(5) of the Planning Act. Submitted by Stephen Brandt for a property located at 9 Ponsford Street, Grand Valley. The purpose and effect of this application is to permit a severance to create an additional lot.
-Notice of Complete Application and Statutory Public Meeting for a
Consent Application Under Section 53(5) of the Planning Act

Council approved both applications.
Staff Reports
CAO/Clerk-Treasurer
-Update – Cannabis legalization Implementation Fund- Received $5000 from the Ontario government for the costs associated with recreational cannabis legalization.
-Gas Tax Update from Association of Municipalities of Ontario-Page 101 on agenda
-Report – Fire Safety Grant Program Transfer Payment Agreement-Council receives and approves the motion.
– Site Meeting Invitation – municipal drain
-Town of Grand Valley – Emergency Management and Civil Protection Act Compliance results 2020. Our town is in compliance.
-Report – Procurement Program for Grand Valley and Procurement for ICIP Grant-Council approved Town staff to move forward with law firm proposal.
-AODA audit – we are deficient in accommodation policies for employees, some training elements are also deficient for town staff and council. Modules are available for online training
-Infrastructure Project Funding –verbal discussion
Public Works Superintendent
-Verbal Update-fixing potholes on roads in town. Culvert replacement-only one so far on 27/28 Sideroad. Spring maintenance working on the roads. Street sweeping scheduled for the week of April 19th. Automated speed enforcement signs- Deputy Mayor asked for an update on this project, town staff said Orangeville is not looking at it for this year, town staff said there is a group discount they can get involved in. Council asked Town staff to look into buying the units and installing them and waiting for third party to come up with project costing and outline for enforcement.
-Crozier Street and Emma Street Construction Projects
Cox Construction & Murray Group tenders- Council asked town staff to get further information to be able to fully compare the quotes.
-Tractor Purchase- Council approved Roberts quote.
Planners Report
Golden Homes- Recommendation Report coming soon.
New application-Severance application for 9 Ponsford- Public Meeting this evening and application approved.
Cooper Street- Purchased by Community Living Dufferin, plan coming to an upcoming meeting.
New application-174 Amaranth Street East- Public Meeting this evening and application approved.
William Street Application- Recommendation Report coming in Many
Thomasfield Phase 3A-1-Processing on Tindale Cres. Phase 3B- 4th engineering plan under review.
Corseed- Recommendation report pending.
Moco- 3rd Engineering submission received and under review.
Employment Lands- Thomsafield not in favour of constructing Temporary services. Engineer coming with a recommendation for the next meeting.
Zoning By-Law Refresh- First Draft is expected the end of May.
Fence Variance- 152 Taylor Drive, asking for a variance to push the fence forward to encompass window wells.
