Before we get into the notes I just wanted to make a point of clarification as I would like to avoid miscommunication and information being taken out of context.
The notes below are my interpretation of what I hear at the meetings for the time I am present and they include matters which I think the public will want to be aware of.
These notes are not fully inclusive of all items on the agenda and are not verbatim notes. If you have questions or want clarification about anything I have noted I would definitely recommend reading the official agenda first provided below as well as reading the official meeting minutes when they are available.
My intent for these posts is to keep the community informed regarding what is happening in town as I know it can be difficult to attend meetings and read through all of the agenda’s and minutes.

COVID-19 Emergency Updates
-Ministry of Municipal Affairs and Housing – Omicron Variant of COVID-19,Testing and Isolation Guidelines, and Emergency Work Deployment Order.
-Headwaters Health Care Centre – Pausing non-emergency surgeries and procedures and non-urgent diagnostic imaging and ambulatory clinical activity.

-23 Mill Street (The Door)- Testing results back and awaiting report from Peter.

-Library Patio Renovation-No Update

-New Park- Town staff meeting with designers/engineers to discuss plan
-Report – Diversity, Equity and Inclusion Training-Council training set up for Feb 2022.
-Town of Grand Valley Accounts Receivable- Council Approved
-Town of Grand Valley Accounts Payable- Council Approved
-Hill Town Subdivision update Monticello- Appraiser suggested town staff reaching out to a local real estate agent as well to have them involved in the process.
Budget update- CAO reviewed 2022 Priorities and Upcoming Considerations- Budget is still pending, waiting on a few reports. Hope is to be able to review and pass the budget at the next council meeting.
Report – Emma Street Sanitary Improvements Project with Thomasfield Homes Limited
-Development Charges Agreement
-Emma Street Sanitary Reconstruction Servicing Agreement- It was identified that to proceed with further development (Thomasfield Phase 3B) upgrades to the Emma Street sewer trunk would be required. In order to expedite the completion of the project, Thomasfield Homes Limited offered to undertake the construction project in exchange for a credit on Development Charges. Council discussed this with town staff, they asked a number of questions including who initiated this agreement, tendering process etc.. Council approved the agreement.
Public Works Superintendent
Verbal Update
-All equipment is up and running and they are busy with snow clearing. They are a bit short staffed due to covid exposures.
-Report – Winter Sidewalk Clearing Update- council requested public works to review adding Mayberry Drive (North of McIntyre) & Mayberry Drive (South of Hilborn) to the snow clearing schedule. Public works came back with a report and suggested not adding them as they lead to dead ends currently and will get filled in with snow quickly.

152 Main Street North-12 townhouse units projected. Recommendation for first quarter

Graham-Z9-2021-Surplus Dwelling Severance and the creation of an access easement- Appeal period ending on Nov 30th, no appeals, clearing conditions
Tupling Severance- Clearing Conditions
Miles lot line adjustment-Clearing Conditions
Water St- Closed and will be removed from updates.
Golden Homes- Pending financing CMHC- Next year
William Street- Environmental Risk Assessment in process, intentions to amend application. Public Meeting expected for 2022.
Scott Street Development- New owners engineer has reached out for lighting requirements etc..
Corseed Subdivision- Still trying to finalize pre grading agreement.
Thomasfield Subdivision Phase 3A2-Plan Registered 7m-78, Easements in favour of the town registered. Building permits released at County Level. Issuing Municipal approvals.
Thomasfield Phase 3b- 1st engineering is under review from Burnside.
Thomasfield Townhouse Development-Report coming in 1st quarter.
Greenwood property- Clearing conditions.
Urban Design Guidelines for Infill- Councillor Latam asked when this project was going to completed. The Planner said that this is not something that has been on his current project plan due to his workload. Council asked if this could be done this term, the planner said he will be discussing this with the CAO and bringing his recommendation back to council.
Recommendation Report – Z11-2021 Leonardo Application- Council received the recommendation report and directed staff to prepare an update to the by-law.
