Minutes from the last Council Meeting on Dec 10th, 2019

Public Works-Verbal Update

-Ice Storm Damage- Branches that fell on roads have been cleared away. Many branches and some trees down in Hereward park. Clean up in the park scheduled for Spring.

-An Arborist came and evaluated trees along Crozier Street and is scheduled to come back and clear away dead trees and prune up the healthy trees.

Recommendation Report for Grass Cutting- Please read the report here for details. It was determined that the best course of action this year would be to hire a student in addition to the seasonal worker and take on more of a portion of the grass cutting that was tendered out last year.

Presentations

Grand Valley Fire Chief -Kevin McNeilly gave a comprehensive presentation on open burning By-law considerations. The presentation reviewed the fire code and our current by-laws as well as what other municipalities have in place.

Staff Reports

2020 Budget Meeting # 1 was arranged for Feb, 2020.

Deputy Clerk Training request was approved.

Town Planners Report

Verbal Update on Applications- You can find all applications here

Attridge- Site Plan signed and Building Permit to follow.

Crozier Street Lot- Recommendation Report presented (Page 18 here). A motion was put forward and approved to rezone the lot to (RV) Village Residential and the lot declared as excess land and sold this was passed. In the public question period at the beginning of the council meeting, I expressed that I understood the recommendation report however I would ask the council to put some revenue from the proceeds of the sale towards parks and recreation as that land was intended and originally was a park for the residents in the North part of town.

Scott St Development- Public Meeting Matrix Response comments were received and are have been passed along to the applicant and will be added to recommendation report. The planner is anticipating the recommendation report for this application to be put forth in the first quarter of 2020.

Coreseed-Putting an application forward for lands that are outside the urban boundary.

Cachet Homes-Phase 2-Subdivision of 16 lots to be developed and construction continuing over the winter.

Thomasfield- Phase 3A model home approval, Subdivision Agreement

Golden Homes- Received a couple of public comments that have been passed along to the applicant.

Urban Design Bylaws for In-fill Applications- The town planner has secured a meeting with a consultant from the University of Waterloo to discuss a collaboration on this project. More details to follow.

Trailer Park Committee- Meeting set for this month, may have to be moved out based on availability.

Dufferin County Municipal Comprehensive Review- More details here

Pending Items List

Inflow and Infiltration and Wastewater Capacity- Discussed the project in the North end of Town on Fife Road and Spruyt Street. Applications for funding and projection of 2021/2022.

Splash Pad- Discussed if Grand Opening was planned and a member from the Splash Pad Committee was at the meeting and confirmed they are working on it.

End of my notes as I had to leave the meeting at this point.
