Before we get into the notes I just wanted to make a point of clarification as I would like to avoid miscommunication and information being taken out of context.
The notes below are my interpretation of what I hear at the meetings for the time I am present and they include matters which I think the public will want to be aware of.
These notes are not fully inclusive of all items on the agenda and are not verbatim notes. If you have questions or want clarification about anything I have noted I would definitely recommend reading the official agenda first provided below as well as reading the official meeting minutes when they are available.
My intent for these posts is to keep the community informed regarding what is happening in town as I know it can be difficult to attend meetings and read through all of the agenda’s and minutes.

Deputations

Public Question Period
-Someone from the gallery mentioned that the audio sound quality on the virtual council meeting is not great ( I agree completely, it can be very difficult to hear councillors and Town staff). Town Staff said they are aware of this issue and are working on it.
Unfinished Business
-Royal Bank Closure-Town Staff and the Mayor had a meeting with RBC about the closure. There is hope that they will have a bank machine left in town and they wanted the town to know they are still very much want to be present in the community. Town Staff and Council discussed with them about financially supporting town projects and initiatives and they said they are open to exploring and to send to them in writing.
Public Meeting
-Application Z08-2022, for a Zoning By-law Amendment. Submitted by Mr Ragu Nathan of RA Engineering, for property located at 10 Watson Road.The purpose and effect of this application is a zoning amendment to permit a warehouse facility with associated office space-Notice of Complete Application and Statutory Public Meeting-Public Meeting Report- This is for a lot on the former Industrial Road (out by the fire station). Council discussed and public comments will be accepted until July
29, 2022.

-Town of Grand Valley Accounts Receivable- Council Received and Approved
-Town of Grand Valley Accounts Payable- Deputy Mayor asked about the Recreation Vehicle Lease with Uhaul and Town staff clarified expenses. Council Received and Approved.
CAO Update – verbal update- see below.
-Report – Fence Variance Request- 9 Jenkins-Council Received the report and council approved.
-Report – Fence By-law Amendment Recommendation-Council approves the removal of fence permitting requirements as recommended and directs staff to prepare and present a by-law to amend the Town of Grand Valley’s Fence by-law and Fees and Charges by-law
-Report – Renaming Fife Road-Council directs that the Town renames Fife Road to Luther Road and directs staff to prepare and deliver preliminary notices to property owners, then prepare and present a report with any follow up from the notices and, when applicable, a by-law for enacting the change at a
future meeting. More details Page 53 on agenda
-Report – Results of the public tender for the sale of town-owned lands-
Council directs staff to have the property sold by a real estate agent, with an asking price of $285,000.00, and to report back to Council with any offers received
CAO Verbal Updates
-Municipal Office Renovation- Updates to the sidewalk, library patio, tiles replaced in front vestibule.
-Modernization Project- Server upgrade scheduled for this month.
-Crosswalk Options- Working with Insurance company, recommendation report coming.
-Emma Street Sanitary project-Costing of waterline damage is being reviewed with contractor, more details to come. Diesel Fuel site contamination was found, was not uncovered at the soil sample testing. The town is responsible for the cost of remediating the contamination. The town does not know where this contamination came from.
-Cyber Security Emergency Exercise- will be rescheduled mid September.
-Vehicle for Bylaw Enforcement Position- Looking into Enterprise Car rental as their corporate program may be a fit. More details to come.
-Thomasfield sign on Melody Lane. Conversation between Thomasfield and town staff scheduled for tomorrow to discuss.
-Asset Management- Roads was on the agenda today and presented by town engineers…see above. Other 2 plans will be presented in August/September.
-Upper Grand Trailway Rehabilitation Project- Underway and should be completed by the end of this week.
-Dr. Mallin Retirement- Dr. Mallin will be at the August Council meeting for the presentation of his gift.
-Campground- Online Reservation should be open soon, hold up is with the bank in facilitating online registration.
-Swales in backyards, complaints are coming in about property owners filling in the swales. There are easements and registered covenants on title in the new subdivision and the town will be sending out letters to those properties owners alerting them of the issue of filling in the swale. The Swales are there to help with drainage.
-Town Staff made suggestions about update to technology for council meetings.
-Recruitment for bylaw officer- closed now, 12 applicants put in their interest. Town staff are reviewing.
-Monticello Subdivision Update- Planner is working with Legal for zoning, will update when available.

I had to attend this meeting virtually and unfortunately I couldn’t pick up much from this update due to the audio quality.
