Town Council Meeting-Amy’s Notes

Before we get into the notes I just wanted to make a point of clarification as I would like to avoid miscommunication and information being taken out of context.

The notes below are my interpretation of what I hear at the meetings for the time I am present and they include matters which I think the public will want to be aware of.

These notes are not fully inclusive of all items on the agenda and are not verbatim notes. If you have questions or want clarification about anything I have noted I would definitely recommend reading the official agenda first provided below as well as reading the official meeting minutes when they are available.

My intent for these posts is to keep the community informed regarding what is happening in town as I know it can be difficult to attend meetings and read through all of the agenda’s and minutes.

Deputations

Bob Burnside, Crynot– Presentation on the issues of human trafficking in Dufferin

Public Question Period

-Public Complaints regarding backyard fires.

Unfinished Business

COVID-19 Emergency Updates – Businesses who have requested to put tables outside their doors have been approved.

Internet Tower-Public Notification- The town does not need to provide a shed, the one provider who is assisting with the town with the install will provide their own shed.

Staff Reports

CAO/Clerk-Treasurer

-Town of Grand Valley Accounts Receivable
-Town of Grand Valley Accounts Payable
-Report – East Luther Landfill 2020 Annual Monitoring
-Report – Hill Town Road Works- Hill Town was a proposed subdivision in Monticello (north of the urban area of Grand Valley) with lots created in the 1970s but it was never developed and in the 1990s after no progress the subdivision became unregistered. Owners of the lots have been paying property taxes and those that didn’t the town assumed those properties. The town received legal opinions on these lots and directed town staff to obtain an estimate for building a road as a next step. Council discussed the road estimate and directed staff to reach out to the owners of the lots about the estimate for the road and bring the Feedback to council.

Public Works Superintendent


-Verbal Update-The bulk of gravel and calcium applications to local roads has been completed. A culvert replacement was also completed. Delivery of the new Kabota tractor was received and it is already in use. Roadside grass trimming has commenced. Emma St & Crozier St paving should start early to mid-July. An arborist was out and some trees need to be removed as they are dead or dying, replacement trees will be planted in the Fall.

-Culvert Replacement- Estimates discussed, council approved to go ahead with one of the estimates.

Planners Report

No New applications

Golden Homes- Final site Plan review in process

Water St- Pending an offer to purchase from adjacent land owner.

Cooper Street- Community Living Dufferin- Final site Plan review in process

Thomasfield Phase 3B- Notification sent and appeal period set.

Corseed- Notification sent and appeal period set.

Moco- 3rd engineering plans under review.

William Street- Environmental Consultant has been retained waiting to bring forward Recommendation Report.

Zoning By-Law refresh- Planner has reviewed with CAO and is discussing some items with Engineer.

Scott Street Development-Planner spoke with new owners of the development, they were advised to obtain the services of a planner and/or lawyer that could assist them.

Street Names- Only 16 preapproved left on the list, the town planner made council aware and let them know that more names would be needed to add to the list with the upcoming developments slated for the next couple of years.

Employment Lands-Town Planner discussed MZO and a example of this being used in Milton. Council discussed.

Pending Items

Parking, Ticketing and By-Law Enforcement- Received 8 applications so far and the posting has not met the deadline yet, town staff will keep the council updated on the process.
-Inflow and Infiltration and Wastewater Capacity-Council discussed
-Splash Pad- Up on running on June 18th..
