Before we get into the notes I just wanted to make a point of clarification as I would like to avoid miscommunication and information being taken out of context.
The notes below are my interpretation of what I hear at the meetings for the time I am present and they include matters which I think the public will want to be aware of.
These notes are not fully inclusive of all items on the agenda and are not verbatim notes. If you have questions or want clarification about anything I have noted I would definitely recommend reading the official agenda first provided below as well as reading the official meeting minutes when they are available.
My intent for these posts is to keep the community informed regarding what is happening in town as I know it can be difficult to attend meetings and read through all of the agenda’s and minutes.

Public Questions & Answers
- A past resident of Grand Valley wrote in and asked why we still have a street sign named Fife. There is some past traumatic history associated with that name. The council decided to take that discussion in closed session.
Deputation
-Silverdale Motors, Kevin Butler- Spoke with council regarding parking restrictions downtown. Kevin asked if it would be possible to have an amendment for parking restrictions on surrounding street. Parking Restriction downtown is for 2 hours. Council decided to have Silverdale’s and Hillside to put Stickers on cars that are doing business with them.
Unfinished Business
-Municipal Office Entryway Update-Council discussing quote for project management of update to the entryway to comply with Covid by an engineering firm. It was discussed if we needed to go with an engineering firm who is charging $4200+ or go with a local builder who can complete the project. Town staff expressed concern regarding not knowing the specifics of proper ventilation etc.. to ensure local builder completes the project properly. Funds for this project will be taken from the government grant for Covid. Council confirmed for staff to proceed with the proposal from the engineer.
-BIA Business appreciation month was in October- the first draw only got 4 people claiming prizes, the second draw has happened.
-Remembrance Day Plans- 10:30am start time, social distancing, masks requested.
-Campground- Electrical updates, 3 unserviced sites and 1 site that was previously serviced (#1) that will not be able to be serviced due to load and option to have previously unserviced sites to now be serviced. 20 amp service.
Staff Reports
CAO/Clerk Treasurer
Presentation – Town of Grand Valley Fire By-law Revision-see presentation here page 18. Staff suggested in regards specifically to allowing campfires in urban areas to allow public consultation. Petition received before meeting with 50 names of local residents who are in favour of allowing campfires in urban areas. Council decided to proceed with town staff to seek public input on this as well as look into insurance and legal advice on the matter. Town staff looking to bring this back to the council in December.
Pilot Project on Municipal Bypass and Overflow Reporting Portal Prototype
Consultation – Town was invited to be a pilot site for this reporting tool.
Emergency Shelter Volunteers and Plans – Red Cross has given notice that during Covid they will not be able to provide in person services. Town Staff looking into a local option of trained volunteers.
Recommendation Letter – Cachet Estate Homes (Grand Valley) Inc., Phase 1
Maintenance Period Recommendation- The maintenance period will last 2 years and during this time the towns engineering firm observes and alerts the town of any deficiencies. Council moved a resolution to proceed into for Phase 1 maintenance period for Phase 1.
Report – Memorial at splash pad- council decided to pause this discussion for now. Council decided to discuss and come up with a policy.

Verbal Update
More ditching to be completed
Issues getting Truck safetied still waiting on parts coming from the States.
Sidewalks tripping hazards have been planed down and they are ready for winter.
Spruyt Street Driveways (private) have now been paved
Christmas lights to go up in the new couple of weeks.
Pilot Project – Archimedes Road Salt Technology – Council approved and town staff will keep them updated on progress.
Request from Amaranth for modification to Boundary Road Agreement and Draft By-law – Amaranth / East Luther Townline- Resolution council approves town staff to provide Amaranth township with the updated agreement.
Public Meeting
Application Z5-2020, for a Zoning By-law Amendment under section 34 of the Planning Act. Submitted by Carol RAYBURN & Anthony MURRAY. The purpose and effect of this application is to permit an accessory building (detached garage) to be located closer to the front property line than the primary dwelling.

Webb St- New address, roll numbers etc.. assigned.
Thomasfield Phase 3 A- Very close to registering subdivision agreement still waiting for Mplan.
Golden Homes- 6th engineering plan submitted, another submission required.
Scott Street Development Report- Appeal period over
Status Report update on report file with County for Urban Expansion-Deliverables potentially by end of the year.
Urban design guidelines-draft should be done Nov 30th. Hoping to present on Dec 8th and then to be discussed in the New Year.
Orica 2019 Water Monitoring Peer Review Report- Town hired a consultant from SLR. Levels are exceeding what they should be. The consultant recommended that reports are presented to MECP. Staff will report back to the council with updates.
Zoning by-law refresh update- Staff revisited project cost, staff had a conversation regarding hour allocation and asked that some hours be shifted to a junior planner instead of a senior planner. Council moved a motion and approved staff to move forward with proposal.
Pending Items list
Parking- November 15th overnight parking rules come into effect.
