Before we get into the notes I just wanted to make a point of clarification as I would like to avoid miscommunication and information being taken out of context.
The notes below are my interpretation of what I hear at the meetings for the time I am present and they include matters which I think the public will want to be aware of.
These notes are not fully inclusive of all items on the agenda and are not verbatim notes. If you have questions or want clarification about anything I have noted I would definitely recommend reading the official agenda first provided below as well as reading the official meeting minutes when they are available.
My intent for these posts is to keep the community informed regarding what is happening in town as I know it can be difficult to attend meetings and read through all of the agenda’s and minutes.

Proclamation – November 25th
- The International Day for the Elimination of Violence Against Women- Page 26 on the agenda
- Food Bank Challenge issued by other local municipalities
Deputations
-Mitch Clark – See Item 9.4.2 – PLN45-2023- Recommendation Report – Applicant Request to Change Conditions for Consent Application B01-2022, 241010 Concession Road 2-3, Roll Number 1032800- Page 63 on Agenda. The applicant wanted to keep a portion of the horse barn that was to be demolished for storage (paraphrased by me). Council Discussed and received the report and approved the request.

-CAO Progress Report- Page 28 on Agenda
-Report – Hill Town “Subdivision” wishes of Council- Page 32 on Agenda, Council Received the report and voted in favour of proceeding with the local improvement by-law to develop Hill town Drive in Monticello.
-Memorandum of Understanding – Cachet Snow Clearing- Page 38 on agenda. Basically this addresses the town providing winter maintenance (snowplowing) to parts of the Cachet subdivision that has not been assumed by the town yet-Parts of Rainey and Jenkins (Paraphrased by me)
– Memorandum of Understanding – Thomasfield Snow Clearing-Page 43 on agenda– Phase 3- same explanation as above
Report – Revised Strategic Priorities 2022-2026 document- Page 48 on the agenda-Council receives and approves and be posted to the town website.
Report – Town of Grand Valley Council Meeting Schedule – Update-Page 49 on the agenda– Council receives and approves.
Public Works Director
-Report – Director of Public Works Update- Page 56 on the agenda-Council Received report. Bullet points of public work activities below:
- Ongoing Equipment and Facility Maintenance.
- Preparing equipment for winter operations.
- Preparing staff for winter operations with inhouse training exercises.
- Removed trees at cenotaph.
- Erected modular fencing at old Co-Op property.
- One full casket burial and two cremation burials.
- Multiple “private road” street signs put up and or changed out.
- Used 18 tonne of hot HL3 asphalt to repair cut out patches on intown roads.
-Snow Fence issue on Sideroad 24-25 north of Concession 2-3 – verbal discussion-Coucil discussed with the Director of Public Works along with a resident who was present at the meeting whose property it would affect. Council directed staff to gather more information and bring that back to council to make a decision.

-Report – PLN45-2023- Recommendation Report – Applicant Request to Change Conditions for Consent Application B01-2022, 241010 Concession Road 2-3, Roll Number 103800-Addressed in Deputation section above.
-Report – PLN46-2023 – By-Law Update – Zoning Amendment Application Z03-2023, 502180 Highway 89, Roll Number 218600-Page 72 on the agenda. Survey received and MTO had no objections for zoning change. Council Received and Approved
-Report – PLN47-2023- Recommendation Report – Zoning Application Z06-2023(H) Removal of Holding Provisions –Page 79 on Agenda-152 Main at Rainey Drive. Council Receives and approves.
Public Meeting -under Sections 22 and 34 of the Planning Act –Page 90 on Agenda-OPA01-2023 and Z05-2023 (SHELDON CREEK DEVELOPMENTS) -Application for an Official Plan Amendment under section 22(4)(5) and Zoning Bylaw Amendment under section 34 of the Planning Act. The purpose and
effect of these applications are to permit multiple residential (8 Street Townhomes) as a permitted use.
10.1.1. Report PLN44-2023 – Public Meeting Report – 40, 50 and 60 Emma Street South, Roll Numbers: 352000, 352100 and 352200-Presentation – Evan Wittmann, GSP Group Official Plan & Zoning Bylaw Amendment. Correspondence – Grand Valley Small Business Group dated November 8, 2023. Council discussed and some members expressed concerns over parking and 8 driveways on Emma St. Council also discussed whether a work from home commercial option on the site similar to the plans in the Moco subdivision might be a good option on the site. This meeting was to present the application and gather feedback from the Public. Public can email/call the Planner/town until Dec 14, 2023 to contribute any feedback on this application/request to be informed on the application.
