Minutes from the last Council Meeting on Nov 12, 2019
Public Works-Verbal Update
-Crosswalk query- looking into getting costing for a crosswalk in town on the Main Street, waiting on 2 quotes.
-Speed Sign Data to be received and then it will be moved to Leeson Street
-Bridge 11 work is almost complete, projecting for Road to open late next week.
-Work to be done this week on the Splash Pad site- Backfill, insulating shed etc.. Materials to insulate shed were donated by a Thomasfield Homes sub-contractor.
-Douglas Street Sidewalk, the town agreed to add this sidewalk to its winter Sidewalk clearing list.
Presentations
Georgian College Orangeville Campus Representatives came and spoke about the Itinerant Services for Employers and Job Seekers that they offer in Grand Valley. They also gave an overview of the courses available at the Orangeville location.
Public Meeting
Lot Line adjustment for a property on Concession 4-5.
Staff Reports
Renewal Agreement for Grand Valley Wastewater Treatment- Find details here start on page 22.
Discussed draft of the Parking By-Laws Update. This most likely will be submitted at the December Council Meeting for approval. Please read the proposal here page 57. Things to note are:
-NO parking vehicles(cars, trucks etc..) on the Outer Boulevards, meaning that if you have a sidewalk that runs through your driveway the upper part is the Inner Boulevard(closest to your house) and the lower part (the part closest to the street is the outer boulevard. There are setbacks that are needed for sidewalk and street snow removal purposes and unless you have a car the size of a motorcycle then the setbacks will prohibit you parking your vehicle on the Outer Boulevard.
Winter Street parking times will be “no parking” from 2 am-8 am (previously 6 am)

Residents are encouraged to use the West Back Alley town parking lot (located behind downtown businesses on the West Side of the Main Street for overnight guests vehicles that do not fit on your driveway.

Verbal Update on Applications- You can find all applications here
Crozier Street Lot- Recommendation Report to be presented to the council in the New Year
Scott St Development- Public Meeting Matrix Response prepared by Lisgar has been received and is being reviewed and will most likely be posted shortly for the public to review. The main concern is still the Storm Water Drainage. Recommendation Report most probably available to be presented to the council in the first quarter of 2020.
Urban Design Bylaws for In-fill Applications- The town planner is still working on this and hopes to speak more with his colleague in the New Year.
Trailer Park Committee- Asked for an extension for recommendation report. The committee was originally supposed to present recommendations in February and they have asked for an extension until March which was granted.

I just saw the above note on the Minutes for November 26th meeting.
There is a sign posted in this lot that says “No overnight parking”
So what is a person to do, take a chance and get your vehicle towed if left in this lot over night?

Best to phone the town on this one to clarify as I can see how the directions in the meeting and the signposting are conflicting.

Hi Amy. also just saw this comment…..”Speed Sign Data to be received and then it will be moved to Leeson Street”. I noticed ths sign up, but it’s mid way down Leeson???
This Speed Sign Data should be moved closer to Leeson Street South and Mill street.
People come around the corner out of the subdivision making a right onto Leeson Street South from Mill Street and gun it, now that there is no more parking allowed along the west side of Leeson Street, it’s a speed zone and the sign is way too far south on Leeson Street South.
We use to park our vehicle in front of our home to slow people down/prevent this from happening and now we can’t so it’s becoming a raceway along Leeson Street South from Mill Street.

I would recommend emailing/calling the town and let them know your thoughts about the Speed Sign placements. You can also attend the Council meeting and pass along your thoughts during the public question period (usually the first 30 minutes of the meeting).
