Before we get into the notes I just wanted to make a point of clarification as I would like to avoid miscommunication and information being taken out of context.
The notes below are my interpretation of what I hear at the meetings for the time I am present and they include matters which I think the public will want to be aware of.
These notes are not fully inclusive of all items on the agenda and are not verbatim notes. If you have questions or want clarification about anything I have noted I would definitely recommend reading the official agenda first provided below as well as reading the official meeting minutes when they are available.
My intent for these posts is to keep the community informed regarding what is happening in town as I know it can be difficult to attend meetings and read through all of the agenda’s and minutes.

Unfinished Business
-COVID-19 Emergency Updates-Council talked about the employee and council member vaccination policy that was discussed and voted on at the Dufferin County meeting and what that may look like for Grand Valley. Once a decision has been made at the County level Town staff will bring it forward to the council meeting.
-Court of Revision for Schill Drainage Works – no appeals were received.
Public Meeting
Application Z8-2021, for a Zoning By-law Amendment under section 34 of the Planning Act. Submitted by Natasha Jonker c/o JD Custom Homes. The purpose and effect of this application is to permit a Zoning By-law Amendment
to permit a residential dwelling. A portion of the septic and some of the proposed buildings are within Environmental Protection. GRCA has given a permit without requiring an environmental impact assessment.
-Notice of Complete Application and Statutory Public Meeting for a Zoning By-law Amendment Application-Council approved.
Zoning By-law Update 2021, for a new zoning by-law structure and format, to assist with administration and management of the Zoning By-law.

Staff Reports
CAO/Clerk-Treasurer
CAO Update – verbal
-Arena generator project- Requests for tenders out to 7 electrical companies, waiting to hear back before bringing to council.
-Internet tower-contacted V media and they are interested in a site visit.
-Well #5- Pumphouse designs in progress, potentially tendering early 2022
-Surge tank is progressing well and should be done by the end of the year
-Pumping station near Moco subdivision- Plans are being finalized, tenders are expected to be out in early 2022
-Scott Street Repairs-Drawings are done and are out to developers for commented
-Arena renovations- Design proposals are in process now, arena board to review and then bring forward to council
-Canine control dog bylaw- report in progress will be brought before council once complete
-Asset management planning- in progress, working with Burnside
-Bridge- Bridge 10 design almost complete- 2022 budget, bi-annual bridge inspection report
-23 Mill Street (The Door)- waiting on test results
-Recruitment- Deputy Treasurer and Roads Department Vacancies in process of filling
-Indigenous training and land acknowledgement-communication has begun in regards to the appropriate resources and direction for a path forward.
-Water Meters-Progress has been made, there are still a few meters that they are having issues with.
-Hilltown Subdivision(Monticello)-Some property owners have been in touch and are waiting for responses from others before bringing them forward to the council.
-Library Patio Renovation-Drainage concerns, looking at bringing this renovation budget forward for 2022
-Bylaw enforcement- Looking at a policy with direction on how the council would like bylaws enforced.
-Automated Speed Enforcement-Still looking into this and what other municipalities have done.
-Recreation Planning- The new Recreation Manager has started, will be coming to the next council meeting for the council to discuss their thoughts for future plans.
-Grand Valley Campground- Reached out to GRCA for the existing agreement and to see if there are any modifications or changes.
-SplashPad/Lions Park/Boswell- Splash Pad Pavillion is nearly finished, Washroom facility renovation- drawings are being done.
-Municipal Modernization project- The updated report should be coming at the next council meeting or the following one.
-Report – Diversity, Equity and Inclusion Training-Council Receives the report and directs the council to obtain a quote from training service providers. Proposal and options found on Page 24 of agenda
Public Works Superintendent
-Tree Planting will most likely get pushed out until Spring as issues getting locates
-Roadside brushing and grasses cutting is completed
-Preparing plows for the upcoming season
-Locates just came in to complete the ditching
-Graders have been out and some calcium applied
-Culvert 27-28- locates have been received hoping to be done next week, the road will be closed for 2 days. It will depend on culvert delivery
-Grinding complete to create small gutter to repair drainage issue on Crozier Street.

Tupling Severance- The appeal period has ended, no appeals received.
Miles lot line adjustment-Notice out for the appeal period.
Water St- Pending closing of the sale.
Golden Homes- Pending financing.
Cooper Street- Community Living Dufferin- Site plan agreement submitted, Municipal approval and building permits issued.
William Street- Recommendation report should be brought forward on Nov 9th
Scott Street Development- Planner sent updated information in regards to questions that were asked by owners and send them the contact information for towns engineer firm.
Corseed Subdivision- Request for Pre-Grading finalizing.
Orica- Peer Review in process.
Thomasfield Subdivision Phase 3A2-Plan Registered 7m-78, Easements in favour of the town being registered.
Greenwood property- Notice was sent out for the appeal period.
-Zoning bylaw refresh- On the agenda to review and discuss. The public has until Oct 22nd to provide comments.
Pending Items
Recreation, Industrial Land and Housing- Thomasfield has been in contact with the town’s engineers regarding employment lands.
Recreation lands- Town staff is looking into designers and developers that can complete the project.
Correspondence
Aurelie Blanchard – New house developments, the council reviewed.
Committee Minutes and Recommendations
-Fire Board- Fire Chief Kevin McNeilly is retiring and the Fire Board has put out a notice for applications to fill the position.
Community Centre Board-Council approved the hiring of Tag Security under contract for assistance with fulfilling proof of vacinnation
