Town Council Meeting-Amy’s Notes

Before we get into the notes I just wanted to make a point of clarification as I would like to avoid miscommunication and information being taken out of context.

The notes below are my interpretation of what I hear at the meetings for the time I am present and they include matters which I think the public will want to be aware of.

These notes are not fully inclusive of all items on the agenda and are not verbatim notes. If you have questions or want clarification about anything I have noted I would definitely recommend reading the official agenda first provided below as well as reading the official meeting minutes when they are available.

My intent for these posts is to keep the community informed regarding what is happening in town as I know it can be difficult to attend meetings and read through all of the agenda’s and minutes.

Years of Service Presentation

  • Neil Cowan, 10 years of service
  • Doreen Still, 10 years of service
  • Jane Wilson, 35 years of service

Unfinished Business

Memorial trees at cenotaph Resolution 2020-10-16- Council discussed that the cenotaph area should only be reserved by veterans. Council Rescinded previous motion to have memorial tree plaques for trees that are to be planted.

Staff Reports

CAO/Clerk Treasurer

Question from Councillor Miles regarding Taxes owing this year compared to last year.

-Budget Reallocation Requests, council reviewing report.
-Proceeds from sale of municipal property(crozier street)-25% goes to parkland, remaining 75% to be aloocated after Nov 17th meeting.
-Remembrance Day 2020- Plan for this year page 28 on Agenda.
-23 Mill St W (the Door) property update-council passed a motion for town CAO to work with advisor Peter Turell regarding contamination of the lot.
-Development Charges By-law Amendment – Bill 197
-Watson & Associates Proposal- Budget for project $9700, the hope is that this will be paid for by development charges funding if applicable. Motion carried to proceed.

Public Works Superintendent

Tree planting has been completed

New christmas tree has been planted at Pavilion along with conduit for electrical

Flower planters and hanging baskets have been removed

Christmas lights after November 11th

One plow truck will be ready for the end of the week, the other two will be done by Nov 15th.

Replacement of faded parking signs and installing new signs.

Ditching still in process

Electrical project at trailer park hopefully done end of this week

Contract employee to be hired for employee that is leaving. To be hired for mid December. Plan to hire full time employee in the spring.

Public Meeting

Application Z4-2020 and Application B3-2020, for a Zoning By-law Amendment under section 34 of the Planning Act and a Surplus Farm Dwelling Severance and Lot Line Adjustment. Submitted by Philip Rentsch. The purpose and effect of this application is to permit a surplus farm dwelling severance, lot line adjustment and applicable Zoning By-law amendment.

-A big chunk of property is conservation land, planner spoke with conservation authority. Planner discussed site-specific allowance for future development which would be a single detached dwelling and accessory apartment but not a hobby farm.

-Notice of Complete Application and Statutory Public Meeting for a Consent
Application and Zoning By-law Amendment Application
-Public Meeting and Recommendation Report- Application approved by council for severance.

Public Works-Verbal Update

Winter sand quotes and stacker discussion-1) $16,130 stacker rental included 2)$16,800 + stacker rental. Council approved to proceed with quote #1.

Hand Rails completed on Main street

Bridge 11 few outstanding items to complete

Spruyt Street- Main services to be worked on this week

Cachet Homes- sidewalk, topsoil and pavement repairs still needing to be completed.

Medical Centre repairs completed

Schedule for final grass cutting first weekend in October

Brushing of the ditches to be completed 2nd weekend of October

Ditching- almost done

Salt Shack Coverall Replacement- Should be completed next week.

Boundary Road Agreement – East/West Luther Townline- Every other year Town of Grand Valley is responsible for maintaining the road, this year is our year and Wellington North will be responsible for next year (April-April). Review agreement, council approved the by-law to execute the agreement.

Town Planners Report

No new application received since last meeting

William Street- Planner has not heard back from applicant will circle back.

Oosterhof Application- Still clearing conditions

10 William St- No Activity

Cachet homes- No activity

Corseed- No activity

Grand Valley Dental- No Activity

Mournahan-No activity

Webb St- No planning, moving forward with building permits, should see them soon.

Thomasfield Phase 3 A- Very close to registering subdivision agreement.

Golden Homes- Just received another submission from engineering. Hope to have this before council before the end of the year.

Scott Street Development Report- In appeal period until Nov 5th.

Status Report update on report file with County for Urban Expansion-Deliverables potentially by end of the year.

Zoning by-law update- consolidation for amendments, errors, mis-numbering, parking, accessory units etc.. Paid for with $15,000 Development charges and budget item for Planning studies. One company was approached and the total quote was $33,518.63. Council deferred the decision until next meeting and asked staff to confirm pricing with other firms to ensure the competitiveness of the existing quote.

Pending Items list

Parking- November 15th overnight parking rules come into effect.

Splash Pad- Staff to look into why so many costs were incurred this year.

Correspondence

Letter from Minor Softball- Updating council on current needs and the placement of shed. Council will discuss future plans for baseball diamonds in town.

End of my notes as I had to leave the meeting at this point.
