Council presented local Business’s (21 Main, Beauty Bar on Main and Circle K ) with Nomination Certificates for The Dufferin Board of Trade 2019 Business Excellence Awards.
Public Question Period
-A resident relayed concerns regarding Mayberry Pond and the conditions of the weeds infesting the perimeter. The resident also addressed the council about concerns regarding new stop signs installed in the new subdivision and the subsequent addition of “no parking” signs and the lack of parking now available.
-I relayed some concerns that residents had passed along to me about the following: When erecting new stop signs better communication with residents about the upcoming install as well as the “new” sign placed before the stop sign and not on top of the stop sign(reference Amaranth and Bielby Stop Sign, Need for an Accessible playground in town (Crozier street vacant lot), Leaf Sucker truck be reinstituted next year and Crozier Street construction concerns.
Staff Reports
Brief Summary- Information letter to Community Groups- Councillor Miles suggested this be added to the Website as well. New light up sign is getting multiple requests from community to add upcoming events.
Leaf Sucker Truck Cancellation- Letter from resident and council report explaining cancellation(you can find the letter here -page 17). It was discussed about the concern for elderly residents who need help with leaves and apparently there are individuals and groups in town that have offered to help, it was suggested that the contact information be added to the website.
Public Works-Verbal Update
-Trees to be planted in town to replace trees that had been removed (waiting on locates)
-1 plow truck is ready to go
-Ditching continues however in some areas they are waiting for locates
-Installation of no parking signs discussed on Leeson North and Douglas Street

Public Meeting-Crozier Street Lot
A few residents that live close to this lot came to the meeting and a couple of them shared their thoughts.
History on the lot- This lot used to have a park on it which was funded by the residents of the new subdivision at the time(late 1970’s/early 80’s) by the water tower(houses across the street from the public school).
Over time the playground equipment was not maintained and updated so the decision was made to remove it. This lot also had a structure on it which I believe was a pump house and was removed.
The town planner indicated that he will receive comments on this application until November 4th (Nov 5th is the cutoff date). If you would like to see a possibility of a park in the north end of town or if you have other thoughts on what the use for this property should be now is the time to share your thoughts. At the moment the motion is on the table to change the lot zoning to residential and sell the lot. Once sold a home/homes will most likely be built on that lot.

Scott St Development update-
The town planner and the applicant met before the council meeting and the applicant submitted an updated site plan application.
The town planner indicated that he will aim to have this information on the town website by Friday for review. The town planner also will email those residents who indicated to him that they would like to be informed of any updates on this application.
The town planner also mentioned that the applicant is planning to host an open house for the public to provide an opportunity for the applicant to advise the public about the application. Dates, location etc for this open house will be provided by the applicant most likely by mail. The thought was that this would be held in late Oct/early Nov at the community Centre. The town planner indicated although this open house is not put on by the town/council he will be present.
The town planner indicated that his aim was to have a recommendation report for this application to the council by the end of the year and that Burnside Engineering was still working on the Drainage issues.
Urban Design Bylaws for In-fill Applications– The town planner has talked with a University Professor who is an expert in the area and it was suggested that 3 key things should be a part of this 1) Define the Area, 2) Key Neighbourhood Characteristics and 3) Prepare options for design guidelines. The town planner suggested that it might be an economical as well as valuable experience for both parties to enlist the help of the Planning Program University students to complete this project.
Pending Items List
Trailer Park Committee- Committee consists of John Ince and Rosie Fuller representing the current management of the trailer park as well as resident Carol Murray, Mayor Soloman and Councillor Taylor. The town is seeking 1 public resident to sit on the committee as well. Notices have been posted for this position and the town has received 1 application.
