Before we get into the notes I just wanted to make a point of clarification as I would like to avoid miscommunication and information being taken out of context.
The notes below are my interpretation of what I hear at the meetings for the time I am present and they include matters which I think the public will want to be aware of.
These notes are not fully inclusive of all items on the agenda and are not verbatim notes. If you have questions or want clarification about anything I have noted I would definitely recommend reading the official agenda first provided below as well as reading the official meeting minutes when they are available.
My intent for these posts is to keep the community informed regarding what is happening in town as I know it can be difficult to attend meetings and read through all of the agenda’s and minutes.

Deputations/Presentations
6:05pm – Murray Short, RLP LLP – Town of Grand Valley 2022 Audit.Town of Grand Valley – Draft 2022 Financial Statements, RLP LLP Financial Statement Presentation- I Missed this presentation- starts on page 19 of the Agenda
– Alvaro Almuina, R.J. Burnside,- Traffic Calming Pilot Project –Leeson Street.R.J. Burnside – High Level Traffic Calming Workplan – Leeson Street. Page 69 on the agenda. Council approved a motion for staff to work with RJ Burnside to complete the traffic calming measures on Leeson and Taylor-4 Speed Bumps, License plates study (6 different times), start the communication about the pilot project.
Public Question and Answer period
Chantel Allen – Speeding Concerns – Leeson Street South- Letter on page 72. Council directed staff to respond with information about the Traffic Calming plan that was just approved at this meeting (above)
Darryl Bell- President of Minor Softball- Asked about updates for the new ball diamonds- CAO said the diamonds will be ready for next year but they most likely will not have lights installed due to a delay with Hydro One. Other question from Darryl Bell as a resident was about the remaining road construction on Leeson Street South. CAO indicated that it was on the asset plan for next year.
Public Meeting
Application Z03-2023 to permit a residential use and to recognize the undersized lot, existing setbacks, and the reduction in Minimum Distance Separation (MDS) requirements for the lands municipally know as 502180 Highway 89 at Sideroad 27-28 (Roll #218600).Report PLN32-2023 – Keldon Church (Z03-2023) Public Meeting & Recommendation Report- Concerns from neighbour regarding the septic system. Planners concern is that he does not have firm setbacks. Planner suggested a legal survey to meet with the Building Department Site plan. The other concern is potentially with the MTO, they will need MTO to respond as to whether they need a permit or not. Planner recommended approving the application but not approving the bylaw change until further information (Survey) becomes available. Council received the application and approved it but by-law has not been passed until setbacks can be confirmed with Survey.
Unfinished Business
International Plowing Match – Verbal Discussion- Dignitary tickets available, CAO asked Council to attend the opening day on Tuesday.
Stored Items (East Luther Plates, pins, spoons etc..)-CAO asked if she could distribute most of them, she will keep a few for posterity. Council agreed for CAO to distribute at her discretion.
Town Hall Meeting – Verbal Discussion. CAO discussed some possible dates, will confirm with the Mayor

Report – Grand Valley and District Community Centre Rehabilitation project – Financing for Phase 2 and 3, as proposed-Page 73 on agenda. Council Approved.
Report – Amended Vehicle for Hire By-law. Page 76 on agenda
-Report – Follow-Up – Proposal to declare Town-owed land as surplus and sell the lands (046384 Southgate Road 04, Township of Southgate,Ontario)- Page 78 on agenda. Council receives the report, property to be sold by public tender with minim bid to be established by appraisal.
-Report – Water Tower Restoration Project tender process- PAge 83 on agenda, Council received the report and council authorizes treasurer to post tender and be put in the 2024 budget.
-Report – CAO Progress Update- switched to a written report instead of verbal, you can find this on page 100 of the agenda. Councillor Latam brought up for discussion the time that Main Street is expected to be cleared for snow, council discussed with Public works and it was decided 7am. You Tube options for meeting recordings, CAO said a report is coming.
