Before we get into the notes I just wanted to make a point of clarification as I would like to avoid miscommunication and information being taken out of context.
The notes below are my interpretation of what I hear at the meetings for the time I am present and they include matters which I think the public will want to be aware of.
These notes are not fully inclusive of all items on the agenda and are not verbatim notes. If you have questions or want clarification about anything I have noted I would definitely recommend reading the official agenda first provided below as well as reading the official meeting minutes when they are available.
My intent for these posts is to keep the community informed regarding what is happening in town as I know it can be difficult to attend meetings and read through all of the agenda’s and minutes.

Unfinished Business
-COVID-19 Emergency Updates-Wellington Dufferin Guelph Health Unit – Letter of Instruction-Page 21. Mainly pertaining to the arena or any event on town-owned property. Requirement for those over the age of 12 to show proof of vaccination to be allowed access to the community centre.
-Internet Tower at Water Tower-Deskside Report – Agreement with Rural Net
-Notice of Motion-Resolution 2021-09-21-Moved by S Miles
BE IT RESOLVED THAT Council wishes to acknowledge the indigenous heritage of the land we occupy and directs staff to conduct research on an appropriate land acknowledgement for the beginning of Council and Board meetings and prepare a report for Council’s review.
Public Meeting
-Application B6-2021, for a Consent (Lot Line Adjustment) under section 53 of the Planning Act. Submitted by Stephen and Nina Miles. The purpose and effect of this application is to permit a lot line adjustment. Council Meeting Agenda, September 28, 2021
-Notice of Complete Application and Statutory Public meeting for a Consent (Lot Line Adjustment) Application-Public Meeting and Recommendation Report- Councillor Miles recused himself from the council discussion and vote. Council approved.
-Application Z1-2021Revised and B4-2021, for a Zoning By-law Amendment under section 34 of the Planning Act and a Consent (Lot Line Adjustment) under section 53 of the Planning Act. Submitted by Ro-Cin Holdings Ltd c/o Robert Greenwood. The purpose and effect of this application is to permit a site-specific rezoning and lot line adjustment for a portion of the properties to permit a residential dwelling as a permitted use.
-Notice of Complete Application and Statutory Public meeting for Public Meeting and Recommendation Report- Council Approved.
Staff Reports
CAO/Clerk-Treasurer
-Town of Grand Valley Accounts Receivable- Council discussed a few properties that are still in arrears for property taxes, new houses (reevaluation due to initially taxed on the land and then MPAC evaluates)-Council moved and Carried.
-Town of Grand Valley Accounts Payable- Council moved and Carried.
-Grand Valley and District Community Centre Accounts Payable-Council moved and Carried
-Report – Staff Announcement-CAO is pleased to announce that James Allen was the successful candidate for the Recreation Facilities Manager position.
-Report – Lameront-Sahm Petition for a municipal drain-Council reviewed and acknowledged receipt.
-Report – Ontario Provincial Police (OPP) Amending Agreement- Council acknowledged and accepted.
-Investing in Canada Infrastructure Program (ICIP) COVID-19 Resilience Infrastructure Stream – Local Government Intake – Transfer Payment Agreement-Contract with the Federal and Provincial government for the Trailway. Council approved.
-Report – Amended Community Centre Agreement-Council Reviewed
-Preliminary 2022 Budget Meeting – verbal discussion- Council decided on Nov 16th.
Public Works Superintendent
The roadside Brushing machine just arrived and broke but has been fixed.
Tree trimming is in progress, stump grinding is proceeding as well. They may need to wait until spring to put in new trees.
Due to rain, last week grass cutting has been delayed.
2 more e-tests are left to be done for vehicles.
Ditching to be completed, waiting for locates to be finished.

New applications-2 received
Tupling Severance- The appeal period ends on October 6th.
Miles lot line adjustment- On Agenda
Water St- Pending closing of the sale.
Cooper Street- Community Living Dufferin- Site plan agreement submitted, Municipal approval and building permits issued.
William Street- Nothing to report.
Scott Street Development- Met with owners and Representatives on Sept 22nd. The planner will be speaking with town engineers with some questions that were brought up by the owners at that meeting.
Corseed Subdivision- Pre-Grading on agenda, the council reviewed, discussed and approved.
Thomasfield Subdivision Phase 3A2-Plan Registered, Building permits issued.
Greenwood property- On agenda today.
-Zoning bylaw refresh- Public meeting scheduled for October 12th, Notices have been sent out, hoping to have it wrapped up before the end of the year.
