Before we get into the notes I just wanted to make a point of clarification as I would like to avoid miscommunication and information being taken out of context.
The notes below are my interpretation of what I hear at the meetings for the time I am present and they include matters which I think the public will want to be aware of.
These notes are not fully inclusive of all items on the agenda and are not verbatim notes. If you have questions or want clarification about anything I have noted I would definitely recommend reading the official agenda first provided below as well as reading the official meeting minutes when they are available.
My intent for these posts is to keep the community informed regarding what is happening in town as I know it can be difficult to attend meetings and read through all of the agenda’s and minutes.

Crossing Guard Policy for Covid 19 discussed and approved.
Staff Reports
Notice from Steve Clark, Minister of Municipal Affairs and Housing re: Safe
Restart funding – verbal discussion on what the plan is for the funding. $106,000 was the amount noted that our Town would receive. Meghan suggested communicating with the different boards (community centre, library etc…) in town and review expenses and loss of revenues.
Potential funding under Canada Healthy Communities Initiative – verbal
discussion. Meghan suggested that this could be directed to the Upper Grand Trailway maintenance and improvements. Council agreed it was a good idea to proceed.
Fence By-Law amendment- Council accepted amended draft by-law
Grant Database and Application Assistance Programs – GrantMatch and Public Sector Digest offerings from these companies to assist with awareness and applying for grants. Verbal discussion. Town of Mono and Orangeville uses these services, the council decided to proceed with having town staff talk to Orangeville and Mono and gather more information.
Proposal – Waste Water Treatment Plant Energy Audit (deskside report)- Council approved.
Report – Grand Valley Union Cemetery By-law and Price List. Council approved but will also look at Fergus monuments for pricing and if difference will amend.
Proposed Filming in Grand Valley – Representatives from production company (tv show Departure) to meet with Meghan and Henry to discuss agreements and plans. Meghan will also proceed with drafting up a plan and policies for future filming negotiations.
Public Meeting
Application Z3-2020, for a Zoning By-law Amendment under section 34 of the Planning Act. Submitted by Wayne Jarrett and Theresa Mitchell. The purpose and effect of this application is for the expansion of a Legal Non-conforming Commercial Use, to permit a detached accessory building (shop/garage).
Town Planner asked for a deferral to investigate possible contamination on the property, questions were asked as well regarding the use and zoning of the property, deferment to the November Council Meeting.
Public Works-Verbal Update
Winter sand quotes and stacker discussion-1) $16,130 stacker rental included 2)$16,800 + stacker rental. Council approved to proceed with quote #1.
Hand Rails completed on Main street
Bridge 11 few outstanding items to complete
Spruyt Street- Main services to be worked on this week
Cachet Homes- sidewalk, topsoil and pavement repairs still needing to be completed.
Medical Centre repairs completed
Schedule for final grass cutting first weekend in October
Brushing of the ditches to be completed 2nd weekend of October
Ditching- almost done
Salt Shack Coverall Replacement- Should be completed next week.
Boundary Road Agreement – East/West Luther Townline- Every other year Town of Grand Valley is responsible for maintaining the road, this year is our year and Wellington North will be responsible for next year (April-April). Review agreement, council approved the by-law to execute the agreement.
Town Planners Report
No new applications
28 Main Street- Appeal period ended
Oosterhof Application- Appeal period ending Sept 10th, communication received from Mr. Oosterhof.
MoCo Subdivision- Public meeting Sept 22nd
Thomasfield Phase 3 A- finalizing subdivision agreement will be brought forward.
Golden Homes- awaiting 6th engineering plans and site plan revision.
Scott St Development- Discussion with Lisgar.
Urban Design Guidelines- Being done online now with the University of Waterloo, has started. Update possibly later this month.
Zoning refresh Project is underway- Hopefully presented 1st quarter of 2021.
Fence Variance- 6 Sparrow Court, 14 Jenkins Street, 15 Mayberry Drive approved the recommendation of the planner.
Pending Items list
Surge Tank Update to be brought to the next meeting.
Splash Pad- open until the end of the coming weekend. Fence and Pavilion to be built. Councilor Rick Taylor asked for Splash Pad cost usage to be discussed at an upcoming council meeting.
