Before we get into the notes I just wanted to make a point of clarification as I would like to avoid miscommunication and information being taken out of context.
The notes below are my interpretation of what I hear at the meetings for the time I am present and they include matters which I think the public will want to be aware of.
These notes are not fully inclusive of all items on the agenda and are not verbatim notes. If you have questions or want clarification about anything I have noted I would definitely recommend reading the official agenda first provided below as well as reading the official meeting minutes when they are available.
My intent for these posts is to keep the community informed regarding what is happening in town as I know it can be difficult to attend meetings and read through all of the agenda’s and minutes.

Announcements
-Proclamation-Multiple Sclerosis Awareness Month May 2024 -James Jackson, MS Ambassador and Facilitator for Dufferin/Caledon- Page 15 on agenda
-Upper Grand Trailway Committee – Presentation- Page 16 on agenda
Presenters – Members of the Upper Trailway including: Kim Davison, Jim
Graham, Jim Hearder and Al McHugh, Upper Grand Trailway Association – 2023 Financial Statements, Upper Grand River Trailway Funding Request , Request appeared on the January 9, 2024 Council Agenda, Trailway Management Agreement. The Committee gave 90 day notice of resignation citing the increase workload with minimal volunteers, the raised numbers of complaints from users in the last couple of years and the funding needed to maintain the trail. Council thanked the committee for their dedication and commitment to the trailway. Council accepted the presentation and put forward a motion to staff to report back to council with operating logistics.
Unfinished Business
-Discussion Topics – Meeting with Sylvia Jones, Member Provincial Parliament, Dufferin-Caledon – Verbal Discussion- Council discussed infastrcture funding, red tape removal and the potential expansion of the Honda plant in Alliston. They also discussed healthcare funding.
Staff Reports
Public Works
-Lots of rain still so ground is wet, does not want to lift half load restrictions yet.
-Most gravel roads are pot hole and in need of grading. They have only had one day adequate for grading. May 1st will likely be when they resume regular routine grading. Council discussed
CAO/Clerk-Treasurer
-Report – Subdivision Drainage and Grading Reviews- Page 62 on Agenda-Council receives Report – Subdivision Drainage and Grading Reviews for information. Council discussed a standardized process for all development. Motion passed
-Memo – New Community Sport and Recreation Infrastructure Funding- Page 67 on Agenda, Application and guidelines available Summer 2024
-CAO Annual Performance Review Plans – Verbal Discussion- Council discussed doing this in house this year instead of hiring an outside consulting firm as the CAO has been in her role for a few years now. Council discussed dates.
-Treasurer Report-Page 71 on Agenda, new treasurer was at the meeting to present.

-Report – PLN09-2024 Urban Chickens Recommendation Update- Page 80 on Agenda
April 23, 2024 Council Meeting Agenda. Recommendation THAT Report No. PLN09-2024 Urban Chickens Recommendation Update dated April 23, 2024, be received; AND FURTHER THAT Zoning By-law Amendment File Z01-2024, to amend the Town of Grand Valley Zoning By-law 2009-
10, as amended, to prohibit the keeping of Urban Chickens, as generally shown in APPENDIX 1: DRAFT ZONING BY- LAW, of this report, be approved; AND FURTHER THAT Council directs staff to prepare and
present the by-law for passing. This was all discussed at the last meeting but the by-law needed some wording changes so it was brought forward this meeting. Council received and approved.
-Report – PLN10-2024 Ministry of Municipal Affairs and Housing (MMHA) 2024 Red Tape Reduction Package. Recommendation THAT Report PLN10-2024 Ministry of Municipal Affairs and Housing (MMHA) 2024 Red Tape Reduction Package be received. Page 85 on Agenda. Council Received.
By-Law Enforcement
Report – By-Law Enforcement Update – March- Page 86 on Agenda
Recommendation THAT Council receive Report – By-Law Enforcement Status Update – March 2024, for information purposes. The Mayor brought up a complaint that someone was using the ball diamond as a driving range and putting divets in the grass. Staff said they will pass this along to the Recreation Manager.
Parks and Recreation
-Fireside Bingo Caller – Verbal Update-one of the recreation department winter staff is willing to stay on as a bingo caller on Thursday afternoon 1-3. This would be a paid position, council discussed having high school students in the summer, more volunteers.
-Report – Recreation Facilities Manager Update Deferred to the May 14, 2024 Council Agenda
