Before we get into the notes I just wanted to make a point of clarification as I would like to avoid miscommunication and information being taken out of context.
The notes below are my interpretation of what I hear at the meetings for the time I am present and they include matters which I think the public will want to be aware of.
These notes are not fully inclusive of all items on the agenda and are not verbatim notes. If you have questions or want clarification about anything I have noted I would definitely recommend reading the official agenda first provided below as well as reading the official meeting minutes when they are available.
My intent for these posts is to keep the community informed regarding what is happening in town as I know it can be difficult to attend meetings and read through all of the agenda’s and minutes.

Council Memo – Council Selection of Discussion Topics for Touch-point Meeting with Sylvia Jones, Member of Provincial Parliament, Dufferin Caledon. Staff communicated to Council that Sylvia Jones office asked that they pair down the items to discuss to 3 items due to time constraints. Council discussed and received memo- Page 30 on Agenda
Staff Reports
CAO/Clerk
Report – Municipal Funding Agreement on the Canada Community- Building Fund- Page 32 on Agenda
Council received Report and authorizes the Mayor and Clerk to sign the agreement and directs staff to prepare and present the necessary by-laws for passing.
Report – Gateway Signage and Other Sign Ideas-Page 57 on Agenda
Council discussed, this has been in discussion since 2019, Location was the point of main discussion among council. Council received the Report –Council authorizes the purchase and installation of four gateway signs for the Town, location to be determined AND FURTHER THAT Council directs that further signage
plans be included in the 2025 budget discussions.
Public Meeting
Consideration of report under section 42 of the Drainage Act, Submitted by RJ Burside and Associates Ltd. – Lameront/Sahm Drainage Works.The purpose and effect of this consideration is to give an opportunity to any person to withdraw or sign the petition. Page 95 on Agenda

-BE IT RESOLVED THAT By-law No. 2024-29 to provide for the construction of the Lameront/Sahm Drainage Works be given first and second reading and the Court of Revision be set for
Tuesday July 16th, 2024, at 9:15 a.m. at the Town Council Chambers. AND FURTHER THAT Council Member 1 and Council Member 2 be appointed by Council to sit as the Town of Grand Valley representatives on the Court of Revision.
Treasurer
Report – Treasurer’s Update- Page 62 on Agenda
Monthly procurement update- Page 70 on agenda- Concession 2-3 lights for the ball diamond-$280,000 was put into budget with approval from Council to do both diamonds and report back to Council with a plan for the rest of the funding needed once costs were known.
Contractor has started ordering supplies. September start date, as the posts have a 6+ week delivery
wait.
By-Law
Report – By-Law Enforcement Status Update-Page 71 on Agenda– Complaint was received for a resident building a pool without permits. By-Law investigated and it did not look like permits were procured, forwarded notice to Dufferin County Building Dept. Council discussed the report and received it.
Parks and Recreation
Recreation Facilities Manager Update- Page 74 on Agenda
Splashpad: The splashpad was finally able to open on June 19. Reprogramming is not 100% as of the writing of this report but it will improve daily. Something, we assume lightning, deleted the program and fried some components.
Upper Grand Trailway Management-Page 75 on Agenda-at a past meeting representatives from the Trailway Committee (a group of dedicated volunteers who maintained the trail) officially resigned for many reasons including increased negative interactions from trail users along with the increased maintenance requirements. The Council took on the responsibility to maintain the trailway and directed to staff to prepare a report to address logistics.
“Recreation has rented a Zero turn mower to assist with our needs on the trail. This machine is more maneuverable than the tractor and is designed for this type of operation. It is also helpful for ball diamond grass. The current rental unit is not perfect for our needs because it is not wide enough, but it was available for a long term (seasonal) rental. The Zero turn mower is more ergonomic for staff sitting in the equipment for hours when compared to the Kubota-The rental of the machine we are using is $2220 per month. The purchase price is approximately $25,000.00”.

Planner
Municipal Comprehensive Review (MCR) – Verbal Update Mark Kluge, It looks like
Report – PLN16- 2024-Request for Amendment to Draft Plan Condition 36 – Cor Seed Subdivision – Tree Removal- Page 82 on agenda. I am paraphrasing but basically Cor Seed was supposed to keep an existing woodlot in their subdivision (the property to the west of the fire hall-across the road). Cor Seed wanted to remove all the trees due to the trees “cannot be preserved due to grading and drainage issues. In this regard, due to the shallow subdivision storm sewer system, the rear yard drainage along the south limit of the site must outlet via a separate storm sewer which directs flow to the valley”. Town engineers responded to the request, they agreed with the grading concerns and had an inventory of the trees down, a bunch of trees were marked for removal anyways due to them being damaged. Council discussed replanting, compensation and privacy fence to be installed. Council Received report and approved allowing the tree removal on the site and further a landscape plan to be provided to the town with the planned replanting of trees and the mix of trees need to be approved by town.
Public Works
Report – Leeson Street Traffic Calming-Page 93 on Agenda
Council receives Report – Lesson Street traffic calming update and provide direction to staff to purchase 6 cushions and hardware.
