Before we get into the notes I just wanted to make a point of clarification as I would like to avoid miscommunication and information being taken out of context.
The notes below are my interpretation of what I hear at the meetings for the time I am present and they include matters which I think the public will want to be aware of.
These notes are not fully inclusive of all items on the agenda and are not verbatim notes. If you have questions or want clarification about anything I have noted I would definitely recommend reading the official agenda first provided below as well as reading the official meeting minutes when they are available.
My intent for these posts is to keep the community informed regarding what is happening in town as I know it can be difficult to attend meetings and read through all of the agenda’s and minutes.

Deputations
Orangeville Food Bank
-Presentation – Heather Hayes, Executive Director, Orangeville Food Bank- Page 17 on agenda.
Donations are up 20% but need is up 40%. They are in the process of of purchasing property in GV for a permanent space.
Staff Reports
CAO/Clerk
Report – CAO Progress Update- Page 29 on Agenda– Councilor Latam asked some questions regarding equipment left on gravel pit lands in Southgate. Deputy Mayor asked for an update regarding automated speed enforcement. CAO said that has been some administration logistical delays on the side of the speed enforcement company.
Report – Human Resources Project Update and Requests- Page 32 on Agenda. Dorreen Still Administrative Assistant has retired. 2 New positions are proposed moving the part time accounting clerk position into a full time permanent position. Instead of an Office Coordinator role the new role would be Planning Coordinator Role. Council accepted the recommendation below.
Recommendation- THAT Council receives Report – Human Resources Project update and requests,
AND FURTHER THAT Council approves the recommendation to turn the Accounting Clerk position into a full-time, permanent role and the conversion of the Office Coordinator role into the proposed Planning Coordinator role. AND FURTHER THAT Council authorizes that the recruitment for both positions may begin immediately.
Report – Live Streaming and Recording of Public Council Meetings Policy- Page 40 on Agenda
Recommendation passed below.
THAT Council receives the Report – Revised Live Streaming and Recording of Public Council Meetings Policy AND FURTHER THAT Council approves the revised Live Streaming and Recording of Council Meetings Policy as set out in Attachment 1 to this Report. AND FURTHER THAT Council directs staff to prepare and present an amendment to the Town’s Procedural By-Law 2024-10 to include a section for Live Streaming and Recording of Public Council Meetings.
Town of Grand Valley Redesign Website
-Presentation – Donna Tremblay, Deputy Clerk/Communications Coordinator- Showed Council the draft of the new website and how it is laid out.
Planner
Report – September 2024 Planning Update-Page 53 on Agenda– 2 new applications received. Official Plan and Zoning Update Project-Public Open House scheduled for October 29, 2024 6:30 to 8:30 (Drop-in style),at the Community Centre, along with 2nd Survey run ideally 3-4 weeks minimum,
but could extend for the entire Agency Review Period.
Public Works
Report – Public Works Update- Page 51 on Agenda. Speed calming measures have been installed on Leeson (Feedback has been 50/50 about effectiveness). Asphalt water patches have been in progress around town. Hired new roads employee starting in September. Some staff members are going to continuing education courses. Council asked staff for report on effectiveness on traffic calming measures before December meeting.
