Before we get into the notes I just wanted to make a point of clarification as I would like to avoid miscommunication and information being taken out of context.
The notes are what I perceive as highlights from the council meeting and are my interpretation of what I hear at the meetings and they include matters which I think the public will want to be aware of.
These notes are not fully inclusive of all items on the agenda and are not verbatim notes. If you have questions or want clarification about anything I have noted I would definitely recommend reading the official agenda first (link provided below) as well as reading the official meeting minutes when they are available. You can also watch the video recording of the council meeting to get the full context.
My intent for these posts is to keep the community informed regarding what is happening in town as I know it can be difficult to attend meetings/watch the recrodings and read through all of the agenda’s and minutes.

Amy’s Highlights of the Town Council Meeting
Deputations/Presentations/ Announcement
-Valley Alive Passport Contest Winner has been selected. Valley Alive was an initiative by the Economic Development Committee to encourage residents to get out in the community and enjoy some of its features! The winner will be contacted by town staff and they will receive a $100 gift card to their local business of choice.
-Headwaters Health Care Centre -Virtual Presentation – Kim Delahunt, President and CEO Headwaters Health Care Centre- Page 25 on Agenda
-Verbal Delegation Regarding Upcoming Filming-Delegates – Dason Johnson, Scott Alexander and Adam Meaden, LPA – Honcho/JRS5 TV Productions Ltd- Reacher show will be filming in Grand Valley for 10 days in September. Clarity was provided to council regarding filming schedule, parking, modifications needed for lighting and road painting. Councillors Latam and Dart brought up concerns from local business owners regarding communication from production team and parking concerns. Councillor Latam also brought up compensation from production company to the town above the $500 filming permit as this is a large production that will affect traffic and residents in town. Councillor Dart mentioned that the production team should inform the school and bus transport as school will be back in and filming will affect bus routes. Councillor Jonker talked about traffic in town on a filming Sunday for church. The production company will be speaking with the BIA and local businesses to alleviate concerns. They are also in talks with the town for renting out parking spots that residents can use during filming. Councillor Dart asked the production team to come up with a public filming notice with a schedule that can be disrupted to residents so they are aware and can plan for it.
Public Questions & Answer
-Resident Concern regarding e-bike/scooters and safety-Page 43 on Agenda. Council discussed and directs staff to respond to email and will post some educational content on their facebook page and encourage that information to be shared.
Staff Reports
CAO/Deputy Clerk
-Expression of Interest – Water and Wastewater Corporation Model-Page 53 on agenda– Council discussed and agreed that it wanted to be in the loop on the discussion so they would take part but their was some concern about the potential privatization of water and wastewater. There was also discussion about the province may require participation in the future and not having it to be optional. Council directed staff to respond to the request.
-Community Centre Financing Agreement for Execution- Page 75 on agenda. Council discussed at length. Council receives the reports, council approves the agreement in theory as amended by the Townships of Amaranth and East Garafraxa however they had directed staff to clarify line item 7 of the agreement and bring back to council. Recorded vote- Mayor, Deputy Mayor & Councillor Jonker voted in favour. Councillor Dart voted against.
Public Works
-Grand Valley Garden Club Request for a Parking Area off of Emma Street- Page 122 on Agenda– Council Discussed and the Planner indicated that due to its location it is zoned as environmental protection and would require consultation and additional permits from the Conservation authority. Councillor Dart was in favour as he felt the Grand Valley Garden club does a lot of volunteer work for the town and does not ask for a lot in return, Councillor Jonker opposed due to the cost. A motion was put forward and approved to defer to the 2027 budget discussions.
