Before we get into the notes I just wanted to make a point of clarification as I would like to avoid miscommunication and information being taken out of context.
The notes are what I perceive as highlights from the council meeting and are my interpretation of what I hear at the meetings and they include matters which I think the public will want to be aware of.
These notes are not fully inclusive of all items on the agenda and are not verbatim notes. If you have questions or want clarification about anything I have noted I would definitely recommend reading the official agenda first (link provided below) as well as reading the official meeting minutes when they are available. You can also watch the video recording of the council meeting to get the full context.
My intent for these posts is to keep the community informed regarding what is happening in town as I know it can be difficult to attend meetings/watch the recrodings and read through all of the agenda’s and minutes.

-2026 Senior of the Year Award-Presentation to Sandra Crane
-Grand Valley Garden Club Request – Water and Emma Street (Riverbend Garden) Driveway
-Deputation- Gail Clarke and Carol Hall, Grand Valley Garden Club- Grand Valley Garden Club is celebrating the 50th anniversary this year. Garden Club asked council to give consideration to install a small driveway with a small parking area off Emma Street behind the garden. “This would facilitate a much safer area from which we could maintain the garden & your employee could do the watering, which we really appreciate.” Council and staff discussed and had some concerns with the annual flooding in that area and consulting with GRCA. Council directed staff to look into the matter further to see about feasibility.

-Designation of Community and Cultural Events for AGCO Bring-Your-Own (BYOB) Permits- Page 36 on Agenda. “Effective April 30, 2026:Tailgate events” were renamed “bring-your-own-events”, Permits for Bring-your-own events allow individuals aged 19 and older to bring and consume their own liquor within a designated area of a cultural or community event that
has been approved by a municipality or held in connection with, and in proximity to, a professional, semi-professional or post-secondary sporting event. Event organizers are required to approach the municipality where they would like to hold
the event and seek designation as community or cultural event. Under the provincial framework, the designation of an event as a “community or cultural event” is the same regardless of where the event is held. What changes is the Town’s involvement when the event is on municipal land versus private land. Municipalities are not required to designate any event as community or cultural events. Municipalities may establish their own local processes to determine which events qualify and the form of the municipal designation. Council receives the report and directs staff not to proceed with BYOB permits.
By-Law
-Update report on Page 111 on agenda. Pro-Active Clean Yards Enforcement-Staff have taken the opportunity to pro-actively
address a number of the properties that are continually in violation, year after year. Due to the change in the policy, staff have noticed an increase in case load and have been prioritizing resident complaints, while continuing to pro-actively enforce obvious Clean Yards violations as they are able. Noise Complaints-By-law Enforcement has received complaints regarding after-hour
noise in both residential and downtown areas. By-law Enforcement may speak with and remind patrons of the parameters of the by-law after the fact, however, need to witness the noise in question or have video / audio evidence of said noise in order to lay any sort of charge.Residents have been reminded to report after hours noise complaints to non-emergency O.P.P
to ensure a same day response as Grand Valley does not have 24/7 By-law Enforcement.
